This letter is really for the attention of the War Office, rather than this Office, and I think that in addition to answering to the War Office, a copy should be sent to the Colonial Office, saying that large sums have been and are being spent upon the sanitation of Hongkong and that the government has resumed work on the most overcrowded districts.
I should send her the Blue Book report for 1894, referring to pages 14 and 16 on the Bubonic Plague.
